Meet Our Staff

Patrick Arcaro
Executive Director of the Ashtabula County Department of Job and Family Services (ACDJFS). He is accountable for all operations of the Agency.

Mr. Arcaro has earned a Bachelor’s Degree in Political Science from Gannon University in Erie, PA., and a Master’s Degree in Public Administration, with a Healthcare Administration Certificate, from Cleveland State University in Cleveland, OH.

He is involved in various community service initiatives, and currently serves on a number of local, county and State Boards and Committees.

He has served as Director of the agency since September 2004.

Ronald Smith – Fiscal
Ronald M. Smith is the Chief Financial Officer for the Ashtabula County Department of Job and Family Services (ACDJFS). As Fiscal Supervisor, he is responsible for the accounting and contract units, which oversees the payment of all invoices including client services and the procurement and preparation of all contracts entered into by ACDJFS. He is also responsible for reporting all financial reports for ACDJFS to The Ohio Department of Job and Family Services.

Mr. Smith has earned a Bachelor of Business Administration with an emphasis in Accounting and Finance from Kent State University. He is a Certified Public Accountant and a Certified Government Financial Manager. Mr. Smith had gained over twenty-five years of experience in Public Accounting, with extensive experience in Government and Non Profit Auditing and Accounting, prior to joining ACDJFS in November 2004.

Terri Stillman – Child Support Enforcement
Terri Stillman, a native of Ashtabula County, received her Associate Degree of Applied Business from Kent State, Ashtabula.  Terri began her employment with ACDJFS in June 1994 as a Clerical Specialist 1 for Child Support.  Since then Terri has been promoted to a Service Representative, Administrative Assistant Supervisor, Assistant Program Manager and now Program Manager for Child Support.   She oversees the Child Support Enforcement program that consists of Supervisors, Attorneys and support staff.  The department establishes paternity, assists in locate, and establishes and enforces support orders.

Hattie Grubke – Program Administrator-Ashtabula
Hattie is a lifelong Conneaut resident having graduated from Conneaut High School in 1998 and is a 2002 graduate of Edinboro University of Pennsylvania where she received a BA in Communications. Hattie spent 11 years working in economic development with Growth Partnership for Ashtabula County and made the switch to the Workforce Development Division of the Ashtabula County Department of Job and Family Services at the OhioMeansJobs Center on Lake Avenue in Ashtabula in 2015.  Ms. Grubke-Barnard is a member of the Conneaut Lions Club, where she has served as President, is a past President of the Conneaut Area Chamber of Commerce a 2007 Graduate of LEADERship Ashtabula County and currently serves as the Vice President for Community Counseling Center

Laurie Taggart – Social Services/Income Maintenance Division
Laurie Taggart is the Program Administrator for the Social Services/Income Maintenance Division of Ashtabula County Department of Job and Family Services. As Program Administrator, she is responsible for the Ohio Works First (OWF)/Disability Financial Assistance, SNAP, Medicaid, and Prevention, Retention & Contingency (PRC) programs; this includes updating the PRC Plan as needed. She also oversees the management of the State Hearings, SNAP Electronic Benefits Transfer (EBT), Benefit Recovery/ Fraud Control, Child Care, Nursing Home, Adult Protective Services and Waiver Eligibility.  She has earned an Associate Degree in Human Services at Lakeland Community College.  Laurie has been employed with the Ashtabula County Department  of Job and Family Services since 1992.

Stephen J. McClure – Business / HR
Steve McClure, a native of Ashtabula County, received his Business Management Degree from Kent State University, Ashtabula. Steve worked for the Ashtabula County Board of Developmental Disabilities as the Director of Transportation and the Director of Operations prior to joining ACDJFS in January of 2016.  He also previously worked for the Ohio Department of Transportation.

As Business Administrator, Steve oversees Human Resources and payroll, Shared (office) Services, and Environmental Services for both ACDJFS locations.
