Executive Director

Patrick J. Arcaro is the Executive Director of the Ashtabula County Department of Job & Family Services (ACDJFS).  He is accountable for all operations of the Agency, to include its three locations, 180 staff members, and the agency budget.

Mr. Arcaro has earned a Bachelor’s Degree in Political Science from Gannon University in Erie, PA., and a Master’s Degree in Public Administration, with a Healthcare Administration certificate, from Cleveland State University in Cleveland, OH.

He is involved in various community service initiatives, and currently serves on a number of local, county and State Boards and Committees.

He has served as Director of the agency since September 2004.

Business / HR

Julie Ockman, a native of Ashtabula County, received her Associate of Arts Degree from Kent State Ashtabula, Bachelor of Arts degree in Political Science from Youngstown State University, and is an Ohio Licensed Nursing Home Administrator.  Julie previously worked as a Long Term Care Administrator prior to joining ACDJFS in 2002.  As Business Administrator, Julie oversees Human Resources and payroll, Shared (office) Services, Training, Management Information Systems, and Environmental Services for all three ACDJFS locations.

Ronald M. Smith is the Chief Financial Officer for the Ashtabula County Department of Job & Family Services (ACDJFS).  As Fiscal Supervisor, he is responsible for the accounting and contract units, which oversees the payment of all invoices including client services and the procurement and preparation of all contracts entered into by ACDJFS. He is also responsible for reporting all financial reports for ACDJFS to The Ohio Department of Job and Family Services.

Mr. Smith has earned a Bachelor of Business Administration, with an emphasis in Accounting and Finance, from Kent State University. He is a Certified Public Accountant and a Certified Government Financial Manager.  Mr. Smith had gained over twenty-five years of experience in Public Accounting, with extensive experience in Government and Non Profit Auditing and Accounting, prior to joining ACDJFS in November 2004.

Family Division

Virginia Walker is the Program Administrator for the Family Division of Ashtabula County Department of Job and Family Services.  As Program Administrator, she is responsible for the Ohio Works First (OWF), Food Stamps, Medicaid, and Prevention, Retention & Contingency (PRC) programs; this includes updating the PRC Plan as needed.  She also oversees the management of the State Hearings, Food Stamp Electronic Benefits Transfer (EBT) and  Benefit Recovery/ Fraud Control. With an extensive background in the banking and financial field, she is a graduate of Ashtabula LEADERship and also attended courses in Human Services at Lakeland Community College.  As an employee of the agency since December, 1988, she was instrumental in designing the agency’s plan to implement the TANF Program for welfare reform, with emphasis on employment, personal responsibility, and self sufficiency.

Child Support

Maxine Bush received a Bachelor of Science Degree in Business Administration from Johnson C. Smith University in Charlotte, North Carolina. Maxine also attended Lakeland Community College completing courses in the Human Services Curriculum. A recent graduate of the LEADERship Ashtabula County Program, she also completed the Leadership Development Program through Kent State University.

She has held her present position of Child Support Program Administrator for four years. Prior to becoming the current Administrator of the CSEA, she was an Administrative Assistant Supervisor over Collections and Disbursements.

Maxine started her career in Child Support over 26 years ago in the Bureau of Support that was originally located in the County Courthouse in Jefferson, Ohio, and even served as its Director prior to the merger with the Child Support Enforcement Agency.

Maxine is very active in her community and currently serves on a county board. She is also very active in her local church serving as financial secretary, youth counselor and Sunday School Teacher

Workforce Development

After graduating from Ashtabula Harbor High school, Dave continued his education and majored in Political Science at Kent State University, main campus. He began his career in social services when he was hired as the Senior AIDES Project Director under the Job Training Partnership Act (JTPA) in 1993.  In three years Dave was promoted to Program Operations Manager, a position he held until becoming the Program Administrator for Workforce Development with the Ashtabula County Department of Job and Family Services in 2000.  As Manager of the Job Source one-stop employment and training center, Dave coordinates the various partner agency services offered to Ashtabula county residents.

Dave is currently Chair of the Ashtabula County Local Partner Council and, as the Job Source one-stop manager, implements policy and procedure as established by the Geauga Ashtabula Portage Partnership, Inc. (GAPP) Area 19 Workforce Investment Board in cooperation with the local Ashtabula Workforce Policy Committee.

Social Services

Martha Gillespie is the Social Services Program Administrator for the Ashtabula County Department of Job and Family Services.  Her job duties include the responsibility of overseeing the following programs:  the Ashtabula County Senior Services Levy, Title XX, Child Care, Nursing Home, Medicaid, Food Stamps, Adult Protective Services and Waiver Eligibility.  She has earned an Associate Degree in Human Services, Bachelor Degree in Urban Services Administration and is pursuing a Master’s Degree in Public Administration from Kent State University.  Martha has been employed with the Ashtabula County Department of Job and Family Services since 1985.

Public Information Specialist

Byron Landolfi is the Public Information Specialist for the Ashtabula County Department of  Job and Family Services. His job duties include handling the public relations and press releases to the area media on behalf of the agency. He has earned a Bachelor of Science Degree in Secondary Education with a Social Studies Comprehensive  Major and an English Minor from Kent State University. Byron has been employed with the Ashtabula County Department of Job and Family Services since April, 2000.

Transportation

Susan Stoneman is the Project Manager for the Ashtabula County Transportation System (ACTS) which is administered and overseen by the Ashtabula County Department of Job and Family Services (ACDJFS), and Supervisor of the ACDJFS transportation unit.   

Susan received a Bachelor and Associate degree from Kent State University, with a focus in Arts and Science.  In addition, she attended Lakeland University where she completed a real estate course and is currently a licensed Realtor for the state of Ohio.  

For ACTS, Susan is responsible for applying for all funding from various entities, submitting required reports for the Ohio Department of Transportation (ODOT), the RFP’s and contracts for the service provider who actually operates the transit system;  oversight of the service provider for ridership data, contract and ODOT compliance; and ordering of new vehicles.  

For the ACDJFS Transportation Unit, she has oversight over the transportation related invoices, Title XX and  Non-Emergency Transportation (NET) programs, accountability reports,  gasoline card inventory and accounting, and Senior Services Levy transportation.

Susan began her career with the Lake County Department of Job and Family Services with child support enforcement, and in 1989, began working for the ACDJFS.
